Scameter
Hong Kong's free public tool for checking whether a phone number, email, URL, or bank account has been linked to fraud reports in police records.

Scameter is an online and app-based lookup tool operated by the Hong Kong Police Force's Cyber Security and Technology Crime Bureau. Members of the public can enter a phone number, email address, website URL, payment account number, or social media platform handle, and Scameter will return a risk rating indicating whether that identifier has appeared in fraud-related reports held by the police.
The database is updated continuously as new fraud reports are received. A high-risk rating does not mean the identifier belongs to a criminal, and a clean result does not mean a communication is safe; it only reflects the current state of police intelligence. Scameter is most useful as a quick pre-transaction check before sending money to a new contact, purchasing from an unfamiliar website, or responding to a job offer.
Scameter is available at cyberdefence.police.gov.hk and as part of the CyberDefender mobile app. Consumers can also report suspicious identifiers directly through the tool. The Scameter+ feature launched in 2023 uses AI to classify risk levels and provides real-time warnings when a suspicious number calls a user's phone.
