Fake citizenship test services exploit immigrants' anxiety about failing these tests by charging for unofficial preparation courses, practice exam access, or guaranteed-pass schemes that deliver nothing of value.
Email marketing for these services often impersonates or closely resembles official government communications, with logos, terminology, and formatting that suggests official endorsement. Immigrants unfamiliar with the distinction between official and unofficial preparation resources may reasonably believe they are purchasing something required or recommended by the government.
In more harmful variants, the fraud extends beyond charging for worthless materials to collecting personal data that can be used for identity fraud.
How this scam works on email
An email arrives with a subject line such as 'Prepare for Your Citizenship Test — Official Study Pack' or 'Citizenship Interview Preparation — Endorsed Materials.' The design closely mimics government department correspondence. A payment link leads to a website where the victim purchases an access code for an online study portal.
The study materials provided are either copied directly from free official government sources (making the purchase entirely unnecessary) or are generic materials unrelated to the specific test required. Guaranteed-pass claims are impossible — they are marketing language without any legal or procedural basis.
In data-harvesting variants, the 'registration' process for study materials collects national ID numbers, passport details, and immigration case reference numbers.
