Fake recruiter scams in Bangladesh cause financial harm to thousands of families annually and, in the most serious cases, result in trafficking of individuals into labour exploitation or forced scam-compound operations. The country's high volume of legitimate overseas employment migration creates a context where recruitment offers feel normal, lowering the scepticism with which offers are evaluated.
Cases have been documented of Bangladeshi nationals recruited with fake job offers for Southeast Asian countries who arrived to find themselves in controlled environments forced to operate online fraud operations.
How this scam works on Bangladesh
Fake recruiters in Bangladesh operate through physical offices in Dhaka, Chittagong, and other cities that may appear legitimate, as well as through WhatsApp and Facebook advertising. They target individuals from lower-income backgrounds who see overseas work as a transformational opportunity.
Once fees are paid and travel arranged, the 'job' either fails to materialise or is entirely different from what was described. In trafficking scenarios, victims arrive to find their passport confiscated and their movements controlled. Debt bondage through inflated 'travel debt' charges is common.
Even non-trafficking cases can leave victims stranded abroad without income, shelter, or return tickets.
Common red flags
- Recruiter charges substantially more than regulated agency fees

- Agency office looks professional but cannot show BAIRA or government licensing documentation
- Recruiter arranges visa and travel entirely without the worker's independent involvement
- Family members are discouraged from accompanying or verifying the departure

- Photocopy all documents and leave copies with family before any overseas travel
- Know the Bangladesh embassy contact in the destination country before you travel
- Call the Bangladesh overseas workers helpline (16135) if in difficulty abroad
How to report it
- Call the overseas workers helpline 16135 operated by the Ministry of Expatriates' Welfare and Overseas Employment
- Report to Bangladesh Police or file with the Wage Earners' Welfare Board if you have lost money to a fake agency
- Contact the Bangladesh embassy in the destination country if you are stranded or unsafe abroad
Frequently asked questions
What is the maximum legal fee a Bangladeshi overseas recruitment agency can charge?
Government regulations cap the fees that BAIRA-licensed recruitment agencies can charge workers for overseas placements, with the cap varying by destination country. Charges above this cap are illegal. The Ministry of Expatriates' Welfare and Overseas Employment publishes current fee schedules. Any agency demanding more than the published cap should be reported to BAIRA.
