Kazakhstan's mobile and educated workforce aspires to both domestic career opportunities in the energy and financial sectors and to international roles. Fraudulent recruiters exploit this aspiration by advertising positions in Russia, Europe, and the UAE — as well as domestic high-paying roles — and collecting fees for visa processing, training, or placement services.
Since the 2022 regional migration shifts, international job placement fraud has intensified in Kazakhstan, with some scammers specifically targeting people displaced or newly mobile.
How this scam works on Kazakhstan
Job advertisements appear on HeadHunter (Kazakhstan's dominant job portal), Telegram job channels, and Facebook groups. Attractive roles are advertised — IT specialists, engineers, hospitality workers — with salaries 40–100% above the local market rate for the same role.
After a brief informal screening, the 'employer' informs the candidate they have been selected and that a processing fee, background check payment, or visa preparation cost must be paid. Payments are collected via Kaspi (Kazakhstan's dominant fintech platform) or bank transfer to personal accounts.
Once the final fee is paid, the recruiter becomes unresponsive. Some operate from abroad while impersonating local companies.
Common red flags
- Salary far above market rate for the advertised position
- Any fee required before employment begins
- Recruiter cannot produce a registered company detail on the official Kazakhstani business register
- Interview conducted entirely via Telegram or WhatsApp
- Payment requested via Kaspi to a personal account
- Departure date or start date repeatedly postponed after each payment
How to protect yourself
- Verify the employer or agency through the business register at kgd.gov.kz
- Never pay any processing fee before employment begins — legitimate employers do not charge applicants
- Consult the Ministry of Labour and Social Protection if uncertain about a job offer
- Use only established platforms with employer verification for international placements
- Report suspicious job listings on HeadHunter directly to the platform
