Kuwait's large migrant workforce — including hundreds of thousands of workers from South Asia, Southeast Asia, and Egypt — creates a sustained demand for Gulf employment that fraudulent recruiters systematically exploit. Both origin-country agencies and some Kuwait-based operators collect fees from applicants who never receive legitimate employment.
The Ministry of Social Affairs and Labour in Kuwait licenses private recruitment agencies, but fraudulent operators either forge licences or close quickly to avoid complaints.
How this scam works on Kuwait
Job advertisements in Arabic, Hindi, Tagalog, and other languages promise positions in construction, domestic work, or hospitality in Kuwait. After a brief screening, selected applicants are asked to pay for a visa letter, a medical clearance, or an orientation seminar.
Each payment is followed by a delay and a new required document. After the full accumulated fee is paid, the recruiter vanishes. Some victims who travel on fraudulently arranged documents find their employer does not exist or the working conditions are radically different from what was promised, with documents confiscated.
The kafala system, which ties a worker's residency to their employer, has historically created additional vulnerability for migrant workers in Kuwait.
Common red flags
- High-paying Kuwait job advertised via social media or WhatsApp with minimal requirements
- Any fee required before a signed verified employment contract is received
- Agency cannot produce a valid Kuwait Ministry of Social Affairs and Labour licence
- Departure date repeatedly postponed after fee payments
- Contract terms are informal or in a language the applicant cannot read
- Employer details vague or impossible to verify independently

- Never pay any fee before receiving a verified employment contract
- Register with the Kuwait embassy or consulate in your home country before travelling
- Keep personal copies of all documents and share with a family member
