Morocco has significant outward migration, particularly toward France, Spain, Italy, and the Gulf, and a growing number of Moroccans seeking opportunities in Canada and other Anglophone destinations. Fake recruitment agencies exploit this demand by advertising positions in domestic work, hospitality, agriculture, or construction, collecting fees for visa sponsorship or employment paperwork before disappearing.
Morocco's National Agency for Employment Promotion (ANAPEC) is the legitimate channel for regulated migration, but many fraudulent operators mimic its branding or claim ANAPEC approval they do not hold.
How this scam works on Morocco
Facebook groups targeting Moroccans advertise seasonal work in Spanish agriculture or domestic positions in Gulf countries at attractive wages. An upfront fee is charged for visa processing and paperwork, after which the recruiter stops responding.
In Gulf recruitment scams, victims are told their employment visa is being processed and they should prepare for departure within two weeks. The visa never arrives and the agent becomes uncontactable.
Some operations set up physical offices in Casablanca or Rabat, issuing official-looking receipts and employment letters before closing without notice.
