Oman employs a large population of migrant workers from South Asia, Southeast Asia, and East Africa, and demand for employment in the country remains high. Fraudulent recruitment agencies — often operating in origin countries — advertise positions in construction, domestic work, and hospitality, collecting fees before providing non-existent employment.
Oman's Ministry of Labour licenses legitimate private employment agencies, but fraudulent operators operate outside this system or create convincing but fake documentation.
How this scam works on Oman
Advertisements in Bengali, Hindi, Tagalog, and other languages promise positions in Muscat or Salalah, with salaries quoted in Omani rials. After a brief informal selection process, applicants are asked to pay for medical clearance, an employment visa letter, or an orientation course. Fees are collected in the origin country through local agents linked to the main operation.
Departure dates are postponed repeatedly. After the full fee is paid, the recruiter disappears. Victims who do travel find the employer does not exist or the terms are radically different from what was promised, and their documents may be confiscated.
Domestic workers are particularly at risk because their situation under the kafala system ties their legal presence in Oman to a specific employer.
