Qatar's massive infrastructure demands, particularly post-2022, have attracted millions of migrant workers and an equal number of fraudulent recruitment schemes. Workers from Nepal, India, Bangladesh, the Philippines, and sub-Saharan Africa pay agents for jobs that do not exist or bear no resemblance to what was promised, arriving with tourist visas and no sponsor.
The kafala sponsorship system, which links a migrant worker's legal status to their employer, creates power imbalances that scammers exploit. Victims arriving on tourist visas or with fraudulent contracts are especially vulnerable.
How this scam works on Qatar
Recruitment agents advertise on Facebook, WhatsApp, and local newspapers in origin countries, promising positions in Qatar's construction, hospitality, or domestic-service sectors at wages of QAR [amount] per month. Fees are charged for visa processing, flight tickets, and skill certificates.
Workers arrive to find no employer or a completely different, lower-paid job. Some are told their contract was recently cancelled and offered a new one with worse terms, knowing the worker has already spent savings and cannot easily return.
Online-only scammers collect fees via mobile banking from multiple applicants, then block all contacts before anyone departs.

Frequently asked questions
What is the legal maximum recruitment fee for workers going to Qatar?
Qatar has bilateral agreements with several origin countries that restrict or eliminate recruitment fees paid by workers. The employer is required to cover costs under the standard Qatar employment contract. Any agent demanding fees from workers may be acting illegally under both Qatari law and origin-country regulations.
