Labour migration is central to Senegal's economy, with remittances from Senegalese workers in France, Italy, and Spain forming a significant share of household income. This aspiration is systematically exploited by fraudulent recruitment agencies that advertise positions in Europe and the Gulf on Facebook, radio, and flyers posted near bus terminals and university campuses in Dakar and Thiès.
The Ministry of Employment and Social Integration licences legitimate agencies, but many fraudulent operators forge documents or have only a brief existence before relocating.
How this scam works on Senegal
Advertisements in French promise hospitality, agricultural, construction, or care-work positions in France, Italy, or the Gulf, with salaries quoted in euros or dollars. Applicants are invited to an informal interview and quickly told they have been selected. They are then asked to pay for a visa application letter, an employment contract authentication fee, or a medical examination.
Each payment is followed by a delay and a new required document or fee. Once a cumulative total has been collected, the agency stops responding. Some victims who travel on fraudulently arranged documents find themselves in exploitative labour conditions with documents confiscated.
These schemes are particularly damaging because victims may have borrowed from family networks (dahiras, family associations) to pay the fees, creating secondary financial strain.
Common red flags
- Job offer promising high European or Gulf salaries with minimal stated requirements
- Any fee required before signing a verified employment contract
- Agency cannot produce a valid licence from the Ministère du Travail
- Interview conducted entirely by phone or WhatsApp
- Departure date repeatedly pushed back after each fee payment
- Pressure to pay immediately before 'the slot goes to another applicant'
How to protect yourself
- Verify the agency licence with the Ministère du Travail et du Dialogue Social in Dakar
- Never pay any fee before a signed, translated employment contract is in your possession
- Register your intended travel with the Senegalese consulate in the destination country
- Share all documents with a trusted family member before departing
