Sri Lanka is one of South Asia's largest labour-exporting countries, with hundreds of thousands of citizens working in the Gulf, East Asia, and beyond. This dependency on overseas employment makes Sri Lankans uniquely vulnerable to fake recruitment agencies that collect fees for non-existent jobs in Qatar, UAE, South Korea, or Japan.
Fraudulent agencies sometimes operate with official-looking offices in Colombo or Kandy, printing brochures, issuing receipts, and providing forged work permits before collecting fees and closing overnight.
How this scam works on Sri Lanka
Victims see Facebook or classified-ad posts advertising nursing, construction, or domestic-worker positions with salaries quoted in Gulf currencies. They visit a physical office, pay recruitment fees sometimes equivalent to several months' local wages, and are issued documentation that later proves fraudulent.
In a common variant targeting women, an agent promises domestic-worker placements in a Gulf household. The victim pays the fee, receives an airline ticket — often genuine — and arrives in the destination country without a verified employer, becoming stranded or vulnerable to exploitation.
Some scammers operate without any physical office, running entirely on WhatsApp and collecting fees via mobile banking before blocking victims.
Common red flags
- Agency not registered with the Sri Lanka Bureau of Foreign Employment (SLBFE)
- Requests payment before a formal employment contract is signed and verified
- Visa issued is tourist category, not the work visa category described
- Agency cannot provide the foreign employer's contact details for independent verification
- Job offer involves unusually high pay for low-skill positions without explaining why
- Communication shifts to WhatsApp only after initial contact

- Ensure the work visa category matches the actual job before departing Sri Lanka
- Register your overseas employment with the SLBFE to access protection and insurance
- Never pay fees before receiving a SLBFE-verified contract and legitimate visa
- Ask the Sri Lanka embassy in the destination country to confirm the employer's legitimacy
- Keep digital copies of all documents before travelling
