Fake Recruiter Scams in Ukraine
Fraudulent overseas employment offers target Ukrainian job-seekers and displaced persons with upfront fees and identity data collection that leads to exploitation.

Ukraine faces an acute fake-recruiter problem linked to both domestic unemployment and the large number of Ukrainians seeking work abroad or within the country. Fraudulent job postings on Work.ua, Rabota.ua and Ukrainian-language Telegram channels offer well-paying positions in Europe or in Ukrainian cities, then extract advance fees for registration, training or equipment.
The Cyberpolice of Ukraine and the State Employment Service regularly issue warnings, particularly about fake overseas employment opportunities that can lead to labour exploitation or human trafficking as well as financial fraud. The Ukrainian NGO La Strada Ukraine provides support for victims.
How this scam works on Ukraine
A posting on Work.ua or a Telegram job group advertises a high-salary position as a 'remote IT specialist', 'online moderator' or 'content checker' for a European company. After a brief interview, the candidate is offered the position but told they must pay a registration fee, purchase work software or complete a paid online certification course.
In overseas-employment variants, recruits are told they will work in the EU and must pay for a work permit, medical examination or transport. Those who travel on fraudulent arrangements sometimes find themselves in labour-exploitation situations with no legal recourse.
Identity documents including passport and INN (tax identification number) submitted during fake onboarding are harvested for identity fraud — fraudulent bank accounts or SIM cards can be registered in the victim's name.

- Job offer requiring upfront payment for registration, training or equipment
- Recruiter or employer asks for passport and INN copies before any contract
- Overseas position with unusually high salary and minimal qualification requirements
- Interview conducted entirely by Telegram without any video or company email
- No verifiable Ukrainian or EU company registration number provided
- Communication that insists on urgency — offer expires within 24 hours
