Fake Recruiter Scams in Vietnam

Vietnam has been significantly affected by labor trafficking linked to fake recruitment networks promising work in Cambodia, Myanmar, Laos, and the Philippines. Workers, often from rural provinces, are offered well-paying data entry or customer service roles abroad, only to be forced to work in scam call centers under threat, debt bondage, or physical coercion.
The Vietnamese government and DOLAB (Department of Overseas Labour) have issued numerous warnings, and there have been mass repatriation operations. Domestically, fake placement agencies also charge illegal fees for jobs in Vietnam that do not exist.
How this scam works on Vietnam
Ads appear on Facebook or Zalo groups popular with job seekers in provinces like Nghệ An, Thanh Hóa, or Hải Phòng. The offer is for a data entry, digital marketing, or call center position in a neighboring country with a monthly salary of $[amount] USD. A WhatsApp or Zalo interview is conducted and an offer letter provided.
Once in the destination country, workers find conditions radically different from what was promised: confiscated passports, confined accommodation, scripted scam call center work, and threats of fines or violence for refusal or attempts to leave. Some workers have been sold between compounds.
For domestic variants, an agency charges a 'placement fee' and 'training deposit' for factory or construction jobs that do not materialize.

- Overseas job offer with unusually high pay requiring no specific skills or experience
- No formal contract or employment paperwork provided before travel
- Agency not registered with DOLAB or on the Cục Quản lý lao động ngoài nước (COLAB) licensed list
- Recruiter asks you to arrange your own visa rather than the employer handling it
- Job located in Cambodia, Myanmar, or Laos with vague company details
- Any request to pay a placement fee before starting the job
How to protect yourself
- Only use DOLAB-licensed overseas employment agencies (list at colab.gov.vn)
- Verify the destination company's existence independently before accepting any offer
- Do not travel abroad for work without a formal contract signed before departure
- Never hand over your passport to an employer or recruiter at any point
- Contact DOLAB's hotline before departing if you have any doubts about an overseas offer
