Israeli Tax Authority (Rashut HaMisim) impersonation is a documented fraud category in Israel. Callers claim that the victim has an unpaid tax liability, misfiled VAT return, or outstanding penalty, demanding immediate payment to avoid legal action. The approach is made more convincing by reference to the victim's actual tax identification number, sometimes obtained through data breaches.
In a phishing variant, SMS and email messages claim the ITA has issued a refund that cannot be processed until bank details are confirmed via a link.
How this scam works on Israel
A call arrives claiming the victim owes tax from a previous year due to an underdeclaration. Immediate payment by bank transfer or credit card to a number provided verbally will resolve the matter before it proceeds to enforcement.
An SMS claims the ITA has calculated a tax refund and the recipient should follow a link to update their bank account details for the transfer. The link leads to a phishing page that collects bank credentials.
Multiple handoffs between callers — one playing a field officer, another a compliance supervisor — create institutional weight and reduce the victim's willingness to pause and verify.
