Impersonation of tax authorities is a common fraud vector in Vietnam. Fraudsters contact individuals and business owners by phone or SMS, claiming they represent the General Department of Taxation (Tổng cục Thuế) and that the victim has an unresolved tax liability requiring immediate payment.
The fraud capitalizes on genuine taxpayer anxiety about Vietnamese tax compliance, which is complex and where penalties for non-compliance are real. Business owners, freelancers, and individuals with property transactions are frequently targeted.
How this scam works on Vietnam
A call arrives from someone claiming to be a thuế vụ (tax officer) who states the victim's mã số thuế (tax code) and a fabricated overdue tax amount. They demand immediate payment via bank transfer to a specified account or through a QR code — citing escalating penalties for delay.
Email variants send official-looking tax penalty notices with forged TCT letterheads and payment portals that harvest banking credentials. SMS variants send links to 'view your tax penalty notice' that install malware.
In some versions the caller threatens criminal prosecution for tax fraud, a very alarming prospect for Vietnamese business owners who worry about regulatory penalties.

- Threat of criminal prosecution for unverified tax debts
- Email or SMS with links to sites not under .gdt.gov.vn domain
- Caller refuses to give an official complaint or case reference number that can be verified
- Amount differs from anything visible in official tax software (HTKK, eTax)
How to protect yourself
- All legitimate TCT correspondence comes through official portals — check your tax account at canhan.gdt.gov.vn or hoadondientu.gdt.gov.vn
- Never pay tax through unofficial channels — only through the official eTax system or authorized banks
- Call TCT's official hotline (1900 1554) to verify any tax claim before paying
- Business owners should verify all alleged liabilities through their accountant or tax agent first
- Report suspicious calls to the Ministry of Public Security
