Kaspi Bank is the dominant all-in-one financial platform in Kazakhstan, used by millions for payments, savings, and credit. Because Kaspi and other Kazakhstani banks use SMS one-time passwords tied to the phone number, a successful SIM swap can give an attacker full access to a victim's savings, credit lines, and payment history within minutes.
Kazakhstan's telecom operators — Beeline KZ, Kcell, and Tele2 — have been pressed to strengthen SIM replacement protocols, but fraud incidents continue to be reported.
How this scam works on Kazakhstan
Attackers collect personal data through phishing calls posing as bank staff, social engineering messages, or data from breaches. With name, IIN (Individual Identification Number), and phone number, they visit an operator outlet or call customer service, claim the SIM was lost, and request a replacement.
Once the swap is executed, the victim's handset shows no signal. The attacker immediately requests password resets for Kaspi, Halyk Bank, and other apps linked to the number. Kaspi transfers are initiated within minutes, and credit facilities may also be accessed.
Some cases in Kazakhstan have involved corrupt telecom agent shop employees who approve swaps for a payment from the attacker.

How to protect yourself
- Request a SIM swap block with your operator so replacement requires your physical presence with national ID
- Never share your IIN or OTP codes with anyone over the phone
- Set a separate PIN for Kaspi and other banking apps
- Enable all push notification alerts for transactions
- If signal is lost unexpectedly, call the operator's fraud line from a different device immediately
- Review your Kaspi transaction history daily for any unauthorised activity
