Fake SSA Tax Identity Theft Verification Scam
Fraudsters impersonate the SSA to trick victims into submitting Social Security numbers, dates of birth, and bank account details under the pretence of resolving a tax-related Social Security record discrepancy, enabling fraudulent tax return filing in the victim's name.

Social Security numbers are the cornerstone of US tax identity, and the SSA's brand lends instant authority to any message that appears to come from it. Scammers manufacture a scenario in which the victim's SSN is flagged in connection with a suspicious tax filing or an unresolved W-2 discrepancy, requiring the recipient to verify their information before a hold is placed on their benefits or account.
The information collected — SSN, date of birth, employer name, income details — is precisely what is needed to file a fraudulent federal or state tax return in the victim's name and redirect the resulting refund. The fraud may not be discovered until the real taxpayer files their return and receives an IRS rejection for a duplicate SSN.
The SSA itself does not investigate tax filing discrepancies; that is the remit of the IRS. Any message from the SSA about a tax filing issue is a fabrication designed to harvest identity data.
How this scam works on the Social Security Administration brand
An email or robocall says: 'Social Security Administration: We have detected an unresolved tax discrepancy linked to your Social Security number that requires your immediate attention. Failure to verify may result in suspension of your Social Security account. Verify now: [link].' The form requests SSN, date of birth, employer, income range, and bank account.
Some campaigns phone the victim and claim the SSN is connected to suspicious activity and that a 'tax hold' will block benefits within 48 hours unless the verification is completed. The caller may offer to stay on the line while the victim completes the online form.
In practice, the SSA does not investigate tax return discrepancies, and the IRS does not communicate through SSA channels. The two agencies are separate and do not issue joint enforcement actions via unsolicited phone calls or emails.

Frequently asked questions
Does the SSA investigate tax return discrepancies?
No. Tax return discrepancies are investigated by the IRS, not the SSA. The SSA administers Social Security benefits and the SSN system but is not involved in income tax enforcement.
How would I know if my SSN has been used to file a fraudulent tax return?
You may receive an IRS notice CP01A (Identity Protection PIN), a 5071C identity verification letter, or your legitimate return may be rejected as a duplicate. Check your IRS account at irs.gov/account and call the IRS Identity Protection line at 1-800-908-4490.
What is a my Social Security account and should I create one?
A my Social Security account at ssa.gov lets you view your earnings record, estimated benefits, and manage your account. Creating one preemptively prevents a scammer from creating one in your name first.
