WhatsApp job scams are among the most frequently reported consumer frauds in Pakistan, exploiting the platform's dominance as Pakistan's primary messaging tool and the persistent pressure of high youth unemployment. Messages claiming to offer work with Gulf employers, domestic multinationals, or international NGOs are broadcast to thousands of numbers simultaneously, with operators hoping to engage even a small fraction.
The scam frequently converges with overseas labour fraud — luring Pakistanis into paying fees to travel abroad for jobs that do not exist or are drastically different from what was promised.
How this scam works on Pakistan
In Pakistan, WhatsApp job scams often impersonate Gulf-based employers, particularly in Saudi Arabia, Qatar, or UAE construction, hospitality, and domestic service sectors. The recruiter requests CV submission via WhatsApp, then charges fees for visa processing, medical tests, or NADRA documentation — all payable before placement.
Some scam operators have created semi-professional operations with fake websites, forged offer letters on real company letterheads, and supporting cast members posing as HR representatives reachable by phone. Victims travel to Gulf countries on tourist visas to find no job waiting, leaving them stranded.
Other variants are simpler: a fee is collected and the recruiter disappears. The NICOP numbers or passport scans collected are sometimes used for further fraud.
Common red flags
- Unsolicited WhatsApp message about a job at a named Gulf or Pakistani company
- Any fee required before the job begins — for visa, medical, uniform, or registration
- Offer letter uses the letterhead of a real company but the contact details do not match the company's official website
- Recruiter communicates only on WhatsApp and avoids scheduled video calls
- Job description is vague or changes between conversations
How to protect yourself
- Use only BEOE (Bureau of Emigration and Overseas Employment) licensed recruitment agencies for Gulf placements
- Verify any offer letter directly with the named company's official HR department before paying fees
- Never send passport scans or CNIC copies to unverified contacts
- Check the BEOE public register of licensed overseas recruitment agencies at beoe.gov.pk
How to report it
- Report to the BEOE's complaint mechanism at beoe.gov.pk for overseas job fraud
- File a complaint with the FIA Cybercrime Wing with all WhatsApp messages and payment evidence
- Contact the Pakistani embassy in the destination country if you are already abroad and in difficulty
Frequently asked questions
Is it legal for a Pakistani recruiter to charge fees for overseas placements?
Licensed BEOE recruitment agencies may charge certain regulated fees for overseas placement services, but these are capped by government regulations and must be disclosed upfront. Unlicensed operators charging fees are acting illegally. Any recruiter that cannot show BEOE licensing and insists on large upfront payments should be treated as fraudulent and reported.
