Benefits claim farming is an organized rather than opportunistic form of fraud: a recruiter, sometimes operating through social media groups or word of mouth, encourages people to file claims for benefits they do not actually qualify for, or to exaggerate a genuine condition or circumstance to secure a larger payment, in exchange for the recruiter taking a percentage of whatever is paid out. The recruiter may provide coaching on what to say during a benefits assessment, fabricated supporting documents, or a script designed to defeat the agency's fraud checks.
The person who files the false claim bears the legal risk, since the fraud is committed in their name, while the organizer collects a fee and moves on to recruit further participants, often insulated from direct liability. Even participants who believe they are only 'bending the rules' on a genuine claim can find themselves facing benefit fraud charges, repayment demands, and loss of future eligibility, while the recruiter who profited faces comparatively little exposure. This differs from most scams on this list because the recruited person is not simply a victim, they are also drawn into carrying out the fraudulent act itself, which is precisely what makes the scheme effective for organizers and dangerous for participants.
