Japan's booming inbound tourism has created opportunities for fraudulent booking sites targeting foreign visitors who are less familiar with Japanese accommodation brands. These sites advertise fake ryokan, guesthouses, and hotels in popular destinations like Kyoto, Osaka, Tokyo, and Hokkaido at attractive prices.
With the massive post-pandemic surge in Japan tourism, legitimate accommodation is genuinely in high demand and prices are high — making convincing-looking discount offers all the more tempting for price-sensitive travelers.
How this scam works on Japan
A traveler searching for accommodation in Kyoto or Tokyo encounters a listing on a fake booking platform or a site that closely mimics the branding of major platforms like Jalan (じゃらん) or Rakuten Travel. Payment is requested by bank wire or crypto to 'hold the reservation.'
On arrival, the accommodation does not exist or is occupied by legitimate guests. In other cases, the booking appears valid through confirmation emails but the property has no record of the reservation when the traveler arrives.
Some variants create listings on third-party aggregators for properties that are real but where the fraudster has no booking authority — collecting payment before real owners are aware their property is being fraudulently represented.
Common red flags
- Accommodation price significantly below current market rates for the destination
- Payment requested outside a platform-protected booking system (bank wire, crypto)
- No guest reviews or reviews that look generic and untranslated
- Confirmation email arrives from a generic domain rather than the booking platform or property
- Property cannot be verified on Google Maps or official tourism sites for that region
How to protect yourself
- Book through established Japan-specific platforms with buyer protection: Jalan, Rakuten Travel, or Booking.com
- Pay only through the platform's secure payment system — never by external wire transfer
- Verify the property on Google Maps street view and through direct contact with the hotel
- For ryokan, contact the Japan Ryokan & Hotel Association to verify membership
- Book accommodation early — genuine scarcity in popular destinations is real and can be resolved by early planning
How to report it
- Report to Japan Tourism Agency (観光庁) at mlit.go.jp/kankocho
- File a consumer fraud complaint at the National Consumer Affairs Center at kokusen.go.jp
- Report to local police or the National Police Agency at npa.go.jp
Frequently asked questions
How do I verify that a Japanese ryokan is legitimate before booking?
Search the property name on official Japanese tourism platforms such as Jalan (jalan.net) or Japan Ryokan Association (ryokan.or.jp). You can also contact the property directly through a phone number verified from official sources rather than through the booking site.
