How this scam works on Montenegro
Fake Montenegro accommodation listings appear on international platforms and Google Ads during peak booking periods, typically May–September. They use stolen photography of real properties on Sveti Stefan, Kotor Bay, or the Budva Riviera and offer rates slightly below market.
Social media variants operate through Facebook Marketplace and Instagram, where 'property owners' post professional-quality images and collect deposits via PayPal, bank transfer, or Revolut before disappearing.
Tour operator impersonation also occurs, with fake websites replicating the branding of real Montenegrin sailing or adventure operators and accepting full prepayment for experiences that have never been booked with the real operator.
