Cambodia has been documented as a transit and destination country for labour trafficking linked to scam-compound operations. Workers from across Southeast Asia are recruited with offers of legitimate customer service, IT, or marketing jobs, and then transported to compounds in Sihanoukville, Kandal, or border areas where they are coerced into running online fraud.
This form of fake recruitment is a serious human rights issue as well as a financial crime. Understanding how victims are recruited is essential both for workers considering jobs in Cambodia and for those monitoring the online recruitment space.
How this scam works on Cambodia
Victims are recruited through Facebook job groups, TikTok ads, or direct messages on Telegram, promising salaries of USD [amount] per month for simple customer-service roles in Cambodia. The recruiter covers travel costs, further reducing the victim's caution.
On arrival, victims find themselves in a controlled compound with their passports withheld and quotas to meet for online fraud activity. Those who refuse or underperform may face physical coercion or be sold to another compound.
In legitimate-looking scams, a recruiter with an apparently professional profile and a registered company name in Cambodia posts on LinkedIn or job boards. The company registration may be real but the job described does not exist.
Common red flags
- Job in Cambodia advertised on Facebook or Telegram with unusually high USD salary
- Employer covers all travel and accommodation costs upfront — a sign of control, not generosity
- Job description is vague: customer service, marketing, or online data work
- Recruiter is based in a third country and the employer address is in a Cambodian SEZ
- No verifiable company website, LinkedIn presence, or physical address
- Requests for passport copy before any contract is signed
How to protect yourself
- Verify any Cambodian employer on the Ministry of Labour and Vocational Training register
- Do not accept jobs in Cambodia from recruiters you cannot meet in person or verify thoroughly
- If you suspect a job offer is linked to a compound, report it to local police and anti-trafficking organisations
- Tell family or friends your travel plans and maintain regular contact
- Know the contact for Licadho (Cambodian human rights NGO) and IOM Cambodia if you need emergency help
- Never hand over your passport voluntarily before starting work
How to report it

Frequently asked questions
What should I do if I am already inside a Cambodian scam compound?
If safe to do so, contact your embassy in Phnom Penh, the IOM Cambodia emergency line, or the anti-trafficking hotline 1288. Do not attempt to confront compound operators. International rescue operations have successfully repatriated workers — you are not alone and authorities are aware of the situation.
