Cambodia's relatively low regulatory barriers and rapid economic development attract significant foreign investment — and the fraudsters who prey on naive investors. Real-estate schemes offering unrealistic rental yields on Phnom Penh condominiums, cryptocurrency projects claiming blockchain land registration, and franchise business scams have all defrauded expatriates and Cambodian diaspora investors.
Cambodia's property market has genuine appeal but also genuine complexity, making it fertile ground for operators who can produce plausible-sounding projects.
How this scam works on Cambodia
Off-plan condominium projects promise rental yields of 10–15 percent annually on properties in Phnom Penh's BKK1 or Toul Tom Poung districts. Deposits are collected, the developer disappears before construction begins, and buyers are left with no property and no recourse.
Blockchain-based land title platforms claim to solve Cambodia's documented land tenure problems by tokenising property rights. Token presales collect funds before the platform is abandoned.
Franchise business scams offer exclusive territories for food and beverage brands with Chinese or South Korean branding that turn out to be unregistered or counterfeit, with setup fees that are not refundable.

Frequently asked questions
Is foreign ownership of property in Cambodia legal?
Foreigners cannot own land in Cambodia but can own units in registered condominiums on floors above the ground floor (strata titles). Always verify the developer's registration and the title type with a Cambodia-qualified lawyer before paying any deposit.
