Investment Scams in Israel
Israel has a documented history of binary-options and boiler-room investment fraud exported globally and targeting Israeli residents domestically.

Israel gained international notoriety as a hub for binary-options fraud, with operations based in Tel Aviv and Ramat Gan defrauding millions of victims worldwide before regulatory action in 2017 banned the industry domestically. While the offshore binary-options industry has moved, the underlying boiler-room infrastructure evolved into forex, crypto, and recovery scams still operating from Israeli bases.
Israeli residents themselves are also targeted by foreign investment schemes, particularly in cryptocurrency and real-estate investment trusts pitched in Hebrew on social media and WhatsApp.
How this scam works on Israel
Residents receive targeted Hebrew-language ads on Facebook and Instagram for forex or crypto trading platforms offering trial accounts with seed money. Initial simulated profits encourage deposits of real funds. Withdrawal requests are then delayed by continuous margin calls, bonus lockout periods, or compliance requirements.
Boiler-room operations — some employing hundreds of salespeople — cold-call Israelis with pitches for commodity or index trading accounts, using high-pressure closers to extract ever-larger deposits.
Real-estate investment fraud in Israel includes schemes offering shares in Tel Aviv development projects that exist only on a glossy website.
Common red flags
- Social media ad for a forex or crypto trading platform offering a free trial account
- Withdrawal blocked by a bonus lockout clause or compliance review
- Broker not registered with the Israel Securities Authority (ISA)
- High-pressure phone call urging investment before a deadline
- Commission structure that rewards the salesperson based on deposits, not performance
- Property investment with no verifiable planning permit or developer registration
How to protect yourself
- Check the ISA register at isa.gov.il for all licensed investment platforms and advisers
- Verify property developers on the Israel Land Authority register
- Hang up on cold calls offering investment opportunities — licensed advisers do not cold-call
- Review the ISA warning list of unlicensed entities at isa.gov.il before depositing
- Never invest based solely on social media advertising
- Consult an ISA-licensed independent financial adviser before committing significant funds
How to report it
- Report to the Israel Securities Authority at isa.gov.il or call 077-8103888
- File a complaint with the Israel Police cybercrime unit at gov.il/en/departments/ministry_of_public_security
- Report recovery scams that follow investment fraud separately — they are a distinct second fraud
Frequently asked questions
Is Israel still a source of online investment fraud?
Since the 2017 binary-options ban, Israeli-based operations have shifted toward crypto and forex, with some moving offshore. The ISA continues to pursue unlicensed operators. Israeli residents encountering suspicious platforms should verify with the ISA regardless of whether the operator claims to be local or foreign.
