Romania's growing middle class and large diaspora in Western Europe are both targeted by pig-butchering scams. The Autoritatea de Supraveghere Financiară (ASF), Romania's financial regulator, and the Directia de Investigare a Infractiunilor de Criminalitate Organizata si Terorism (DIICOT) jointly warn about unauthorised investment platforms operating in Romanian and English.
Romanian victims include both residents and diaspora members in the UK, Germany and Italy, who are targeted by Romanian-speaking operators and believe they are dealing with compatible cultural contacts. The cross-border nature of these crimes makes prosecution and recovery exceptionally difficult.
How this scam works on Romania
Criminal groups specifically recruit Romanian-speaking individuals to make initial contact with victims on Facebook investment groups, WhatsApp and online dating platforms. After a relationship is established, the victim is introduced to a platform claiming to be licensed by the ASF or the European Securities and Markets Authority (ESMA).
Deposits are made via bank transfer (RON or EUR to foreign accounts) or through local Romanian crypto exchanges. Paper profits accumulate quickly on the platform dashboard. When the victim attempts to withdraw, an 'impozit pe profit' (profit tax) or 'taxă de conformare ASF' is demanded.
Romanian victims have reported particularly aggressive follow-up from 'recovery agents' posing as ASF officers, offering to recover lost funds in exchange for a fee — a secondary recovery scam compounding the original loss.
