Following Qatar's introduction of corporate tax and VAT planning discussions, fraudsters have impersonated the General Tax Authority (GTA) to target businesses and financially active expatriates. Calls and emails claim that the recipient has unpaid tax liabilities and must settle immediately to avoid asset seizure or deportation.
Expatriates are particularly vulnerable because tax obligations in Qatar were historically minimal for residents and the system is still relatively new, meaning many do not know their precise obligations and are susceptible to official-sounding threats.
How this scam works on Qatar
A business owner receives a call claiming to be from the GTA, alleging that their corporate tax filing has an error and a penalty is due immediately. Payment is requested by bank transfer to a government-sounding account — not through the official Dhareeba tax portal.
Individual expatriates receive emails alleging that income earned from freelance or online work in Qatar is subject to withholding tax that was not declared, with threats of visa cancellation unless payment is made within 48 hours.
Some fraudsters use the names of real GTA officials found in public announcements, adding an additional layer of credibility to their impersonation.
Common red flags
- Call or email demanding immediate tax payment by bank transfer, not through Dhareeba
- Threat of deportation or visa cancellation for alleged tax non-compliance
- Email uses a GTA-branded domain that does not match gta.gov.qa
- Official name quoted but call comes from a personal or foreign mobile number
- Penalty demand for tax that the recipient did not believe applied to them
- Pressure to resolve confidentially before formal notices are issued
How to protect yourself
- Know that all legitimate Qatar tax payments are made through the Dhareeba portal at dhareeba.gov.qa
- Call the GTA directly on 16565 to verify any tax demand before paying
- Never pay a tax demand to a personal bank account or non-Dhareeba channel
- Consult a Qatar-registered tax adviser about your actual obligations
- Hang up on threatening calls and report the number to GTA and Qatar Police
- Verify GTA official names through the official gta.gov.qa contact directory
How to report it
- Report impersonation to the Qatar General Tax Authority at gta.gov.qa or call 16565
- File with Qatar Ministry of Interior cybercrime at moi.gov.qa
- Alert your employer's PRO or HR department if the call referenced your work visa
Frequently asked questions
What taxes does Qatar actually impose on expatriate workers?
Qatar does not impose personal income tax on individual employees. Corporate tax applies to certain businesses. If you receive a call claiming personal income tax is owed on your salary or freelance earnings as a resident, it is fraudulent. Confirm your obligations with a registered Qatar tax adviser.
